General question:
I wanted to have SSL certificate for both http and www for my domain. However I forgot to add www and point to my VPS. So then I tried 5 times and got limited out. Do I need to wait 1 hour?

If your DNS record for a name listed in the requested certificate didn't exist, you more likely failed issuance with
There is a Failed Validation limit of 5 failures per account, per hostname, per hour. This limit is higher on our staging environment, so you can use that environment to debug connectivity problems. Exceeding the Failed Validations limit is reported with the error message
too many failed authorizations recently.
You could bypass this by creating a new Let's Encrypt account, but it probably makes more sense in most cases just to wait one hour.
