I have no idea what that is, but why do you think the certificate is responsible for the websites not being accessible? Could you please elaborate on that?

Checked the site without a certificate, from the same ip it is accessible from Frankfurt

Do you mean https://www.host-tracker.com/ ? That has a sectigo certificate, not Let's Encrypt.

No, I mean my site, which I check through host-tracker, I select a point in Frankfurt and the site is unavailable there, if I check another site without ssl, it works there, sites with other certificates, for example, Cloudflare work in Frankfurt, they don’t sites work with letsencrypt

It's entirely possible that host-trackers node for Germany (or just Frankfurt?) is incorrectly configured. Without knowing you actual website (or an example that fails) nobody can really help.
