Failed to connect to the Let's Encrypt server https://acme-v02.api.letsencrypt.org

My domain is: oatespryor.id.au

I ran this command:
Apply to reissue the Let's Encrypt SSL/TLS certificate for this domain through the Plesk control panel, using "Install a free basic certificate provided by Let's Encrypt", with ticks for "Secure the wildcard domain (including ... webmail)" and "Assign the certificate to the mail domain"

It produced this output:
"Could not issue an SSL/TLS certificate for [domain]
Failed to connect to the Let's Encrypt server https://acme-v02.api.letsencrypt.org.
Please try again later or report the issue to support.
Could not obtain directory: cURL error 7: Failed to connect to acme-v02.api.letsencrypt.org port 443: Connection refused (see libcurl - Error Codes)"

--> However https://letsencrypt.status.io/ reports "All Systems Operational"

My web server is (include version):

The operating system my web server runs on is (include version):

My hosting provider, if applicable, is:

I can login to a root shell on my machine (yes or no, or I don't know):
No

I'm using a control panel to manage my site (no, or provide the name and version of the control panel):
Plesk cp

The version of my client is (e.g. output of certbot --version or certbot-auto --version if you're using Certbot):

Is controlhosting.net your service provider? If so, you might want to file a support ticket with them and ask them to investigate why the connection failed.

As you noted, there are no general operational issues with Let’s Encrypt at this time.
