For some reason the “Dark” theme is not preinstalled on our instance - perhaps because it was created before the Dark theme existed?
There was also no “Dark” theme available in the list of popular themes to install. However, I saw that the “Vincent” theme has a dark mode, so I installed that. It’s now user-selectable in https://community.letsencrypt.org/u/<your username>/preferences/interface.
