Let's Encrypt very rarely blocks an IP address, what actual problem are you seeing? What's the error message? You skipped most of the support questionnaire.
Also the Ticket ID means nothing here, it's for something operated by someone else (Digital Ocean?)
Looking at crt.sh | ewburgers.com you have some fairly recent certs.

This is the error:
The certificate request has failed to complete and will be retried: Failed to wait for order resource "prod-tls-t9xws-1805062404" to become ready: order is in "errored" state: Failed to create Order: 403 urn:ietf:params:acme:error:rateLimited: Your IP, 139.59.97.238, has been blocked due to extremely high traffic. Once corrected, request a review by emailing unblock-request@letsencrypt.org
The ticket ID is assigned by letsencrypt, when I email unblock-request@letsencrypt.org.
The error just happened today, when trying to renew the certificate.
Update: upon several retries, seems error is gone and it works.
