I think my ip is blocked

Please, I have this issue when I try to create cert ws.qualificar.ec:

requests.exceptions.SSLError: HTTPSConnectionPool(host='acme-v02.api.letsencrypt.org', port=443): Max retries exceeded with url: /directory (Caused by SSLError(SSLError("bad handshake: SysCallError(-1, 'Unexpected EOF')")))

certbot --version

certbot 0.40.0

And I have this issue when I try to renew cartera.juradoyfiallo.com

Attempting to renew cert (cartera.juradoyfiallo.com) from /etc/letsencrypt/renewal/cartera.juradoyfiallo.com.conf produced an unexpected error: EOF occurred in violation of protocol (_ssl.c:645). Skipping.
All renewal attempts failed. The following certs could not be renewed:
/etc/letsencrypt/live/cartera.juradoyfiallo.com/fullchain.pem (failure)

certbot --version

certbot 0.28.0

Both servers run apache over ubuntu. Please can you unblock my ip?

Does look like the DoS mitigation:

@lestaff, can you take a look?

@glahan, did you recently acquire this IP? Might it have recently been taken over by someone using it for Bad Things? This blocking is generally only in place when the IP has been used by something attacking Let's Encrypt's services.
