Topic template doesn't show if the text field isn't empty

As mentioned in Better help requests through topic templates the forum provides users posting in the “Help” category a questionnaire, so the people of the forum can help them better.

However, if the text field is already occupied with some characters and thén a category is selected, the questionnaire isn’t presented to the user!

Could there be a way to present the questionnaire even if there is already content in the text field?
