I think I saw this forum design, seems familiar. How and why?

I think I saw exactly the same button, menu, categories etc etc…

Why? Is this some sort of a plugin or something that makes forums like this?

Does anyone know something about this?

i am sure I saw multiple times this exact same layout and this exact same look.
I wonder if it’s some plugin that can easily be implemented?
