Looks like there is a rate limit on creating new certs.
How do we apply to be whitelisted?
You can no longer apply to be whitelisted, just wait a couple more hours until the beta goes public at 18:00 UTC 
I would also expect the rate limit to get more permissive in the near future, if not with opening up the beta already.
