Rate Limits also on Renewals?

Continuing the discussion from Beta Program Announcements:

Rate limit on registrations per IP is now 10 per 3 hours up from 10 per day.
Rate limit on certificates per Domain is now 5 per 7 days up from 10 per 59 days.

Are these rate limits applicable to renewals as well? Or does a renewal not count to the rate limit?
