QNAP not able to download a certificate

I ran this command: download & install SSL certificate

It produced this output: not able to reach Let's Encrypt server

My web server is (include version): QNAP TS-469-L

The operating system my web server runs on is (include version): QNAP - FW Version: 4.3.4.1652 (20210413 up-to-date checked: yes, today: 20220107)

My hosting provider, if applicable, is: qnap

I can login to a root shell on my machine (yes or no, or I don't know): no

I'm using a control panel to manage my site (no, or provide the name and version of the control panel):

Is there a firewall that might be blocking the QNAP outbound HTTPS connections?
Does the QNAP have access to global DNS?
