perhaps the second box has insufficient rights and the error message isn’t exact enough.
Not clear: Your windows hide the file extensions. Perhaps the file is named “csr.txt”, not “csr.csr”.
Show the file extensions in your folder.
Perhaps it’s a linux style tool and uses / instead of \.
Or the tool is buggy, so use another tool.
