I host about a dozen websites with IONOS (previously 1 and 1 Internet).
They charge for SSL certificates.
I cannot add software to my hosting facility.
Is it possible to use Lets Encrypt SSL Certificates?

That depends on your configuration.
Please fill out the fields below so we can help you better. Note: you must provide your domain name to get help. Domain names for issued certificates are all made public in Certificate Transparency logs (e.g. crt.sh | example.com), so withholding your domain name here does not increase secrecy, but only makes it harder for us to provide help.

If you don't have root access and if your control panel doesn't have an option, it may be impossible to use Letsencrypt certificates.
