I can't create a certificate

My domain is: movies.go.ro

I ran this command: letsencrypt.exe followd by “M”, followd by “1”, followd by “movies.go.ro”, followd by “3”, followd by “C:\xampp\htdocs”, followd by “yes”, followd by “1”.

It produced this output:

My web server is: Apache/2.4.37

The operating system my web server runs on is: Windows 10 (OS Build 17134.472)

I can login to a root shell on my machine: yes

I’m using a control panel to manage my site: no, I’m using XAMPP v3.2.2
