"High Assurance Datacenter 2" and it's "Partial Service Disruption"

It currently states that “High Assurance Datacenter 2” is experiencing an issue and thus “Partial Service Disruption” (and it’s orange in colour, rather than green). It would explain why I am getting…

However. If you’ve got two of these “datacenters”… in this eventuality, how is anyone meant to target their request at the other one?

I mean ‘certbot’ has a --server option, but as far as I can see there is only URL which can be used (for v2 anyway) which is…

Presumably other people in other parts of the world are being directed to the working one? Would it not make sense to redirect all requests temporarily to the working one?

It’s hardly highly available, even if it is ‘high assurance’.

p.s. I notice in the history that datacenter 1 was having issues earlier too, but since marked down as fixed.

It seems we are facing a service disruption in both servers. Question: when everything is normalized, will the rate limit be reseted? Because I tried many times during the problem…
