I ran this command: Let's Encrypt Plesk

This is not a Let's Encrypt error, but either a Plesk or Mozilla issue or a connectivity issue from your end.

If I go to statics.tls.security.mozilla.org I'm getting an "access denied" error, perhaps because it's missing a path behind the rightmost slash, I dunno. But at least I can access the site.

Maybe the Let's Encrypt Plesk plugin (which is not a product of the Let's Encrypt certificate authority by the way) needs to be updated, maybe Mozilla needs to fix something or maybe you need to debug connectivity to statics.tls.security.mozilla.org from your own end. In any case: it's not an issue with the Let's Encrypt certificate authority.
