Basically that post does not make any sense unless it’s an ad of “Odnoklassniki” social network - https://en.wikipedia.org/wiki/Odnoklassniki The links are wrong, the chromium build is given as a web server version, then there’s Windows mentioned (and I’m pretty positive m.ok.ru runs Apache-Coyote not under Windows), etc.

PS: I have checked registered downtimes for that social network, there seems to have been one on 27 Oct. for about 40 minutes, which (depending on how Discourse counts posting time) more or less matches. So my guess is that someone’s page there might have been not displaying or displaying broken. Though the logic of making a post on Let’s Encrypt and in the Client Dev section remains a mystery.
