The version of my client is (e.g. output of certbot --version or certbot-auto --version if you're using Certbot): certbot 1.23.0

Did you run as root (or the windows equivalent, run as admin)?

Yes, I also tried running the NET USER administrator/pass command.

My actual advice would be to move to a Linux server, if you don't absolutely need Windows.

Or wait for somebody more Windows-experienced to read this thread.

While you wait for more experienced Windows advice we recently saw odd permissions problems on Windows 11. If that is your version it might be worth your time to look at this:

You don't say which version of Windows you're on but if it's Windows 11 search for "Controlled folder access" via the start menu, try disabling it if enabled and if that helps then there's the answer.
