Hello there, I was wondering if there’s any way to create an IP address SSL certificate using letsencrypt? And no, I’m not talking about a domain. And if not via letsencrypt, is there any other free service for such thing? (I’d like to avoid using self signed ones)

no you can’t and there is no free service to do so
That is a kind of terse reply but it is completely correct. Let’s Encrypt does not issue such certificates as a matter of policy, and other certificate authorities that do will charge for the service.
