Do you have more detailed logs somewhere in /var/log where you see the connection error to the CA server? Solely based on the output you provided, it does not look like a service outage. The logs might have more details in any case.
If things take a long time for each step, it might also be possible that your IPv6 is misconfigured. This causes behaviour where the requests hang for a long time before falling back to IPv6. See the following thread for a similar case:
