Scammer report ctt-tracking.net

Hi!
Where I can find a form to report scammers on https://letsencrypt.org/ ??
This morning I received an SMS from a fake CTT (Portugal Post) tracking, proposing a payment of 2.99 Euro for customs duty.
This link: https://ctt-tracking.net/steps/index.php opens only from mobile devices and already contains RD546824927PT as the tracking number.
The domain ctt-tracking.net uses LetsEncrype certificate

Let's Encrypt only confirms that the system your browser is connecting to actually controls the domain name in the address bar; it doesn't confirm anything about whether the site is "trustworthy" or "good". The best way to protect users is to report it to Google and Microsoft. See the links listed in the Let's Encrypt FAQ:

You can also look up the IP address for the scammer, copy/paste that into https://whois.arin.net to determine their hosting provider, and file a complaint with the "abuse" contacts listed for that hosting provider.
