One server all http requests are redirected to https but other is not work

My domains is: 1 :dev.admin.xxxx.com 、2 dev.xxxx.com

I ran this command: sudo certbot --nginx

select dev.admin.xxxx.com ,set redirected yes,it’s work good,but dev.xxxx.com is not work

My web server is (include version): nginx version: nginx/1.13.1

The operating system my web server runs on is (include version): ubuntu 14

I can login to a root shell on my machine : yes

I’m using a control panel to manage my site (no, or provide the name and version of the control panel): putty
