We have got the notification:
There were too many requests of a given type :: Error creating new cert :: too many certificates already issued for: dover.com.au
As facing before, we know that it’s about limit of 20 certs/7 days. We have checked our log & seems that it is not reaching that number of 20.
In 2017-09-08, we requested 9 certificates for 9 different sub-domains of dover.com.au.
In 2017-09-11, we requested only 1 certificate for around 27 sub-domains of dover.com.au.
In 2017-09-12, we requested 5 certificates for 5 different sub-domains of dover.com.au.
So totally, we have got 15 certificates for the pack of 7 days, reasonably, there are 5 left, but it’s not, we have just got the notification of ‘too many certificates already issued’.
We assume that the issue comes from the date 11 when we are requesting 1 certificate for 27 sub-domains, so we checked at transparencyreport.google.com & they showed that we did use 1 certificate for those 27 sub-domains.
Besides, we do map our sub-domains to our customer domains which include in certificates also.

There’s not a whole lot anyone can do to help you without knowing your real domain name. There’s a reason you’re prompted for it when you submit a help post on this forum. As you’re well aware, it’s already exposed on the publicly available CT logs anyway, so there’s no secrecy gained by not posting it.
Note that, in this view, each subdomain shows up as a line. Count the unique certificate IDs to see the number of certs actually issued. Reproduced below are the IDs of all certs contributing to this rate limit:
