Not in that combination. Usually got blocked by TrendMicro accessing Github.
Uninstall helps

There is “NO” full report - it’s EMPTY…
The linked site doesn’t find anything wrong with "https://community.letsencrypt.org/"
I’ll upload that picture when it happens again.

It reared its’ ugly head again.

Even clicking the “continue to the site” link acts silly and IE must be restarted to get things back to normal.
