My domain is in blacklist

I’ve been running a web application called “https://jp.知名度.net/ (https://jp.知名度.net/)” and “https://jp.chimeido.net/” in Heroku for 3 years now, and since April 12th, I’ve been getting “Let’s Encrypt domain blacklist” error in Heroku’s automatic certificate management.
How can this be resolved?

There is no "blacklisted" from Letsencrypt. That user has created a certificate 2020-04-13.

Ask Heroku what that means. Or check, if there is a better log.

Checking your domain - https://check-your-website.server-daten.de/?q=jp.chimeido.net - you don't have a new certificate.
