Is that an Apache server problem? I use the latest Firefox, Safari fails as well … macos High Sierra, Server version: Apache/2.4.27 (Unix).

Do you have an HTTP to HTTPS redirect in your Apache configuration? I'm guessing that the HTTP-01 validation request arrives well formed but loses a /
when the configuration redirects it to HTTPS.
Can you share your Apache configuration?
