I want to install and activate this Let's Encrypt™ SSL component to give free ssl certificates
How do I install it and is there a license or is it free?

Indeed, I am a hosting provider for a number of a few sites, and I want to activate this. You can look at the attached image for clarification

Although I am not familiar to Arabic, the interface looks like to be cpanel. I'd suggest to consult your cpanel documentation about how to set up Let's Encrypt.
