Response Incident report were cross posted between https://community.letsencrypt.org/ and Redirecting to Google Groups :

I feel that posting it to https://community.letsencrypt.org is a good way to keep the Let's Encrypt community up to date about these, but I've the feeling that they should be stored in a more permanent place such as Policy and Legal Repository - Let's Encrypt
Incidents - Let's Encrypt Community Support is a good place to post them during the incident, to follow the response and interact with the community. And it's mean you just have to follow that topic to be informed, but, it's still a forum, and I think that at least final reports should be stored somewhere safe in the long term.
That way we may avoid situation such as CA/WoSign Issues - MozillaWiki with link to 404: https://www.wosign.com/report/WoSign_Incident_Final_Report_09162016.pdf
