Problem seems similar to:
Kenia SLD (so Level 2) is available to the general public only since roughly a week. Before that only Level 3 could be registered. Obviously that was not yet reflected. Based on the linked issue above I think it might not be directly a problem with letsencrypt but more with the publicsuffix list…?
So what do I need to do or who do I need to contact to resolve this?

The Public Suffix List was updated this week.
The publicsuffix-go library was updated this week.
And Let’s Encrypt’s Boulder software was updated this week.
So the preparations have been taken care of. You just have to wait for Let’s Encrypt to deploy the new changes.
I’d guess they will probably deploy it February 1 or February 8, but I don’t know for sure.
Unless something unexpected comes up it should go to production Feb 1st.
