openSUSE Leap 42.1 has been a discontinued/EOL release for 2.5 years now.

It is expected that packages will disappear from the download servers for discontinued releases. It’s not something the Certbot team controls.

Upgrade your OS.

Assuming you can’t upgrade your OS, which you should because it’s old busted, you could try an ACME client such as acme.sh or dehydrated.
