it seems* you have exceeded Duplicate Certificate rate limit (you can read about rate limits here: Rate Limits - Let's Encrypt). Each time you've deleted and recreated your website, a new certificate was generated for your domains. You are limited to 5 identical certificates per week, as each certificate issued consumes some Let's Encrypt resources (deleting/revoking certificate does not reset this limit, because resources have already been consumed). You would be able to create new certificate when 7 days since issuance of first certificate for your domain have passed.
Let's Encrypt returns too many certificates already issued for exact set of domains message in such case, but it is possible that cyberpanel (I'm not familiar with it) is hiding that error message from you.

omg why those things always happens in the worst time possible. my client has 3 days to make a sell and im stuck with a fucking certificcated. in last case im considering buy a certificate but i never buyed 1.
