I updated my response, but I think there are likely 2+ versions of openssl installed. curl was clearly built against a version that works, while the first openssl in the terminal's path seems to be broken. stuff like that often happens when you do a manual update/install of openssl to get a version newer than the system ports offer.
i don't have any input on why certbot works while curl doesn't. That doesn't make sense (as the point of using certifi is to get around issues like this). Running pip freeze from the virtualenv that certbot is installed in will show which certifi version is currently installed. perhaps pip install --update certifi may resolve this.

I haven't done anything to the machine to cause this problem. I have repeatedly experienced the issue, going back a couple of years at least, when I first set up Arch Linux on a server for email etc. To get around the issue, I had to wipe the server completely and reinstall from scratch.
I always install openssl, certbot and so on by using pacman since it is almost always the recommended method. I don't have pip on the server because I haven't been using python on it.

Yes, the ISRG_Root_X1.pem is the ISRG Root X1 certificate signed by DST Root CA X3. (You probably made a cut&paste error, one leading dash is missing at the very beginning.)
That certificate must not be in the trust anchor store. Now, we have to figure out how did it get there.

Should I abandon all this and try wiping and reinstalling arch + email server + certbot, but this time using snap for certbot as mentioned earlier on (as shown here: How to Install and Setup Let’s Encrypt (Certbot) on Linux)?
No, I don't think snap Certbot will help.
There is a way to remove a single cert from the CA root store. But, I don't know Arch and pacman well enough to instruct. Maybe an Arch forum could guide?
Further, that ISRG/DST cross-sign is not even a root and should never have gotten into that CA root store. I don't know if that's something unique to your image template or Arch itself. But, you need to figure out how to (re)build your CA store properly.

Those were instructions for Red Hat not Arch. So I am not sure they apply. @bruncsak described the file name that is in error.

But which packages? I tried uninstalling and reinstalling certbot and openssl, and it made no difference to the error.

I too think this issue may be caused by having either the cross-signed dst or something similar in the trust store. I've had machines affected by that in the past, and I think this was the error.
