with want to create and install new but free ssl certificate as my hosting is free and hosting provider does not provide free ssl creation procedure for free website hosting.

Does your host even allow you to install your own cert, if you were able to obtain one? If so, yes, you could do this. See:

But seriously consider moving to a less user-hostile web host for your business.
