This rate limit is for 300 new orders per 3 hours (see Rate Limits - Let's Encrypt)
With issues like this, the correct way to handle it is:
- plan a renewal strategy that will not trigger this limit
- wait for the rate limit to clear
The LetsEncrypt staff will occasionally increase rate-limits for some users, but they are almost always large-scale integrations that require an adjustment to operate. You can almost certainly handle your issues with proper planning and waiting a few hours.
