I ran this command: I have been attempting to get renewing to work, but was running into several problems and I believe real certificates were being generated, but they could not be downloaded to the machine thus resulting in the rate limit. Can the limit be increased/removed?

There is NO way for that to happen.
That is exactly why there is a staging (testing) environment.

You should be able to renew your certificate in around ~15 hours from now.

If you definitely need a certificate today, then try adding a second name to the certificate, such as www.cloud.itas.link, which will cause it to be counted separately.
