Well, there shouldn't be instructions for Certbot for Windows at all; they've decided to stop supporting it, but somehow keep the instructions up (and you're not the first to post here being confused about it). Please keep bugging the Certbot team to give some consistent messaging around it. (This forum isn't specifically about Certbot, even though Certbot uses Let's Encrypt as its default CA.)
