Well, there shouldn't be instructions for Certbot for Windows at all; they've decided to stop supporting it, but somehow keep the instructions up (and you're not the first to post here being confused about it). Please keep bugging the Certbot team to give some consistent messaging around it. (This forum isn't specifically about Certbot, even though Certbot uses Let's Encrypt as its default CA.)

And like I said, you're not the only one. Now that I've looked, that page you linked to with Certbot instructions actually does have a line about "Certbot has discontinued support for Windows as of February 2024," but somehow follows that up by giving instructions anyway (that like you say, don't work). And certbot, beyond just their web site but the application itself, directs people here for support regardless of what CA they're trying to use with it. It's not the most user-friendly setup, no. The Let's Encrypt Client Options page recommending Certbot to everyone at the top regardless of what OS they're on probably doesn't help either.
