I ran this command:

It produced this output:

... ... ... (repeat some times and at the end I get):

failed to fetch directory at https://acme-v02.api.letsencrypt.org/directory

It seems that your system is not liking the new R3 intermediate cert used by LE.

From that system, try:
curl https://acme-v02.api.letsencrypt.org/directory
