It seams that I am having (exactly) the same issue with this:
My domain is: ask.gr
I ran this command:
letsencrypt certonly --webroot -w /var/www/ask.gr/ -d ask.gr -d www.ask.gr
It produced this output:
An unexpected error occurred:
Error creating new authz :: Policy forbids issuing for name

Good news - the update has been performed in production. You should be able to issue for ask.gr domains without seeing any policy errors. Please let me know if you still encounter any problems.
