Your domain has an ipv4 address:
and your port 80 is open and answers with a correct http status 404 / not found checking a file in /.well-known/acme-challenge.

I have installed ssl certificate for domain lavacast.in using google cloud server after installation my website stopped working. I have already restarted apache.
sudo a2ensite default-ssl
sudo a2enmod ssl
sudo service apache2 restart

But it's your first certificate, so your https configuration may be incomplete.
Your port 80 works, port 443 doesn't.
Is there a firewall? Or is there a new port forwarding required?
Checking your ip ( https://check-your-website.server-daten.de/?q=35.200.150.140 ) there is the same timeout.

But you have some http images -> mixed content.
