Certbot certonly command giving error

It produced this output:Requesting acme-v02.api.letsencrypt.org/directory: getaddrinfo failed

That sounds like a DNS issue.
Please show the outpur of:
nslookup acme-v02.api.letsencrypt.org

And what version of IIS?
And what version of Windows?
And what version of Certbot?

Check you're not blocking outgoing https (via Windows Firewall etc[, or if a proxy is required]).

I'm leaning towards a DNS issue.
But we're not getting any feedback...
