Cannot install an ssl certificate on plesk

Have you checked this suggestion in that error message?

If that is correct did you try the suggestions at the KB Article link for Troubleshooting?

This is almost certainly something not configured properly with your Plesk settings or your server. A better first place to ask is Ionos. They are the ones you are paying to provide that Plesk setup for you. They should know how you need to configure it. That is, if the KB Article doesn't already have enough info.
