Are rate limits ever spread across different accounts?

One of my theories is when POST-as-GET became mandatory the v2 API they hit a bunch of exceptions on an old version of the app which then stopped the challenges getting submitted, but I don't currently see evidence of that and Certify has been using POST-as-GET for a long time.

I'd thought that the requirement for POST-as-GET in production was postponed indefinitely anyway, so it's probably not part of the problem here.
