Looks like you can't create a Letsencrypt certificate.

But if you use the google infrastructure, check, if you can create a certificate via Google.

how can I create a lets encrypt certificate, please,
is cloud flare certificate works in tis case ?
and what is the required data to be entered as CAA

Can you back up one step (or more) and explain what you are trying to do (that is failing); and maybe we can proceed from there.
[asking for help with adding a CAA record to ... seems to be unrelated to your actual problem]
