Windows 2008 Domino server fails creating new ACME account

My domain is: virtualcon.com

I ran this command: Load CertMgr -Accept-TOU-Auto-Config

It produced this output: must agree to terms of service (400)
Unexpected HTTP Status when generating new ACME account

My web server is (include version): HCL(Domino vewr 12.01

The operating system my web server runs on is (include version): Windows Server 2008R2

My hosting provider, if applicable, is: Self

I can login to a root shell on my machine (yes or no, or I don't know): Yes

I'm using a control panel to manage my site (no, or provide the name and version of the control panel):No Using console command on Domino server

It seems that is not the correct way to accept the "terms of service".
I don't know enough about "CertMgr" to provide any further detail.

Also Windows Server 2008 is 15 years old, might need to update or upgrade.

CertMgr command line parameters says the flag is -ACCEPT_TOU which is different from what you have posted here.
