What is used to uniquely identify a lets encrypt account/registration?

I am using the acme-tiny client (with no issues), but during the challenge portion I noticed that the log output said something similar to:

Registering account...
Already registered!

My cert requests are successful, but I’m not (actively) doing any type of registration with LE. Just curious, is the registration tied to the public portion of the account RSA key that we use to encrypt the csr? If not, what is the being passed that is used to uniquely identify the registration?

Thanks!

Yes, its the public part of the account key.
