I think it might be the fact that https://certbot.eff.org/lets-encrypt/debianstretch-other links to https://backports.debian.org/Instructions/ .
The Debian website, in turn, only shows instructions for stable (Buster) backports, not oldstable (Stretch).
I think users are expected to read between the lines and adjust the distro name to whatever they are running.
I remember another thread complaining about the exact same thing.
