Your first step to getting HTTPS to work is to first have a website that works for HTTP (port 80). A webserver is the software the runs your website. It could be IIS, Apache, nginx, or various others.

Right now requests to your domain do not successfully reach a webserver. The Let's Debug website is a good tool to help debug new sites (link here)

One suggestion is you might find the Certify the Web ACME client easier to use as a novice. It is a popular gui. Nothing wrong with win-acme, just something to consider.
