I am trying to install lets encrypt on an old machine (Cenos 6 running apache)., but it seems to be trying to access a database that no longer exist at http://toolkit.globus.org/

I would say “Try it from snaps” but that requires Centos 7.6+
So…
Try using certbot-auto instead:
[I mean if you can’t upgrade the O/S - which would really be the primary recommended step here]
