It's been pointed out to me that I'd forgotten about the change they made last year. While you should be seeing at least 5 requests coming in total if all is going well, if the first one (from their primary validation center) doesn't work, Let's Encrypt's server won't bother sending the next 4 to try from various other places. So seeing no requests may be indicative of just requests being blocked from one place.
